A cyclone is a natural phenomenon that appears sometimes in Summer, generally in the rainy season or in Autumn, but a super cyclone rarely appears on the earth. A super cyclone is one whose intensity-wind speed encountered in the core area of a tropical cyclone-equals or is more than 226 km. per hour'. The wind speed of the cyclone appeared in Orissa was 240 km. per hour. According to the eye-witness, a black whirlwind like a large trunk of an elephant rose high up in the sky in the twinkle of an eye in the early hours of October 29, 1999. Water-level of the sea rose as high as a three-storeyed building. The merciless super cyclone snatched away the lives of 20000 and made some 10 million displaced and shelterless. The furious nature left nothing but lifeless concrete structures.

Jagatsinghpur, Kendrapara, Puri, Khurda, Bhadrakh and Balasore were the worst affected districts. The Port city of Paradip, which was hit by a super-powerful water-wave, was one of the worst affected areas. Most of the school and college buildings and government offices were severely damaged. Ordinary houses collapsed instantly. All the major district roads were either washed out or blocked by the trees uprooted by the cyclone. All sorts of communications were disrupted sH). Food and drinking water were not available.

The central government announced a relief package of Rs. 300 crore in addition to Rs. 250 crore released by the Prime Minister. Many social welfare organisations came forward then and there to help the survivors. Insufficient food-supply caused hooliganism in different affected places. Had the Orissa government built cyclone shelters, the number of the dead could have been restricted. The predisaster management plans as per the modern system were not in Orissa. It is hoped that this indescribable tragedy will make the authorities concerned alert of the fact and the government will remain better prepared for the unbecoming situation.
